Post whats next? control arms

Well. Im going to order some wheels and tires for my car in spring (im thinking either Pony's or Cobra R knock offs) 89 Convertable LX. I am going to order the Factory five control arms, and have my Steeda Subframes welded up. While they are under the car im going to have my torque boxes welded up, and then im going to slap in a new diff. On my old 10 holes im going to bolt on some slicks...

My questions are

#1 with a 4.10, on a 245/45R16 tire, im at 4800 at about 1000', if I go up to a 28" slick will that be enough? Or will there still be to much gear

#2 with $800 to spend, what do you recommend
a. intake, cam, roller rockers
b. upgrade to an S trim (already have the 10# a trim)
c. something else?
