You've got a problem with the accelerator pump. Start by inspecting it for leaks, then make sure it's adjusted properly. You want it set up so that it squirts at the very slightest touch, yet isn't bottomed out before you reach WOT. What color accelerator pump cam does it have, and which hole is the screw in?

I agree with PKRWUD. Someone may have changed the accelerator pump cam on you. When you get it right it should not hesitate at all.
An excellent book on the Holleys is; Holley Rebuilding & Modifying by Jeff Williams It is an S-A Design book and it describes the Holley very well. It also has a "power tuning" section which is great!
