Question 89 LX Fuel Problems

Just acquired an 89 LX 2.3.
It will not start properly. It will flood the cylinders with fuel.
Here's what I've done:
1. Drop tank, flush out, install new 93 octane, checked/tested fuel pump (all ok).
2. Changed fuel filter.
3. Forced air up fuel lines while disconnected on both ends, no restrictions.
4. changed fuel dampener and fuel pressure regulator.
5. checked fuel pressure (38 pounds when cycling key).
6. New distributor.
7. New coil.
8. New cap/rotor/wires/spark plugs gapped at .040".

All wires connected to fuel injectors. If I unhook the fuel line, the engine will crank and run perfect for about 10 seconds. Hook up the fuel line and it floods it.

Tried another computer and same problem.

What next?

Thanks,
Ryan
