Stock header from a 2.5L (same engine family) Ford Ranger, remove the air intake muffler (attached to the front of the air box). I believe that the 2.3L may have 19 lb/hr injectors (not entirely sure), so you may be able to try a mass air sensor from a 5.0L... haven't heard of someone trying this, but it would really open up the intake.

Gearing is a HUGE difference. I have a 2.3L with 3.27 gears and swapped for 4.11 gears.... wow, made a huge difference. Having an automatic sucks, but gearing really livens it up and you can get them for not too much money.

Biggest modification, REAR SWAY BAR. It makes by far the biggest difference in a 4 cylinder mustang, it will handle SO much better.

There's a bunch of other stuff, but these are some ideas to get started.
