......you could do the '99 head and intake swap, save some cash and later get the '99 heads and intakes p/p'ed, and costom ground cam, . Estimated upto 250hp, naturally aspirated.
Same work and 3-angle valve job on 94-98 you'll get 186 rwhp 220 at the crank (dyno tested ).
