Default I'm trying to put a t-4 5 speed against a 1600 motor

Isn't the 1600 the same pattern as the 2300? I'm having problems in htat the ring gear is too far back for the starter to engage it. Will the 2300 or 2000 flywheel fit the six bolt crank on the 1600? I'm doing this to run in a class that that motor fits into.
