Exclamation first mustang

I recently acquired an 87 mustang hatchback. The 2.3 under the hood says turbo fuel injection but apparently this motor is not for this lx. There is no turbo and no evidence of there ever being one. I still don't know if the car will even start. The ignition cylinder must be replaced, and I'm pretty sure the wiring is worthless. Anyone up for suggestions on what to do. And exactly how much hp can i pull out of this motor with boltons and without the turbo.
