2.3 Turbo Problem

I have a friend with a 85 Thunderbird Turbo Coupe with an automatic. When the engine is at idle, if you unscrew the oil cap, the revs drop, but when you screw it back in, they go up again. Why is that???

I think its time to change the egr. Seems as if its not working correctly.
