Question Electrical problem-power windows/ac/radio

my power windows stopped working. I pulled the circuit breaker in the fuse box. It was red hot. I put a new one in and it fried, too. It also stopped my radio and ac from working. I found that fuse number 31 (i think) had blown. I tried to replace it and it popped as soon as the blades touched the receptacle. I measured resistance at the window motors and it was very low. Resistance was high at fuse panel where circuit breaker plugs in. Can anyone help??? I am driving with my windows half way down and no radio or ac.
