Default No power to Fuel Pump

I have an 85 mustang convertible 3.8 V6 fuel injected. I am chasing a problem with the fuel pump circut. The pump was replaced because it was not working. I have confirmed this by checking continuity across the motor and by directly connecting 12v to it. Now there is a problem getting voltage to the pump. I have checked the fusable link, inertia switch, and the fuel pump relay. I have traced the wires and seem to be getting proper voltage everywhere except to the coil side of the relay and to the pump. When I turn the key to the run position I get a flash of 12v to the pump. This only lasts about 1 to 2 seconds. I am going to try a jumper to bypass the relay. If that works the only thing I can think of is a broken wire from the inertia switch to the relay? Am I on the right track? Does anyone have suggestions or had similar problems?
