Red face Starter problems

Can someone please help me out. I have a BRAND NEW (but rebuilt) starter.

I installed it, and the gear doesn't go out to the flywheel (hooking it up to the battery and watching the gear turn but not push forward)..

Does anyone have any ideas? Is my car just not powerful enough (the place it got it from tested it on their machine and it worked fine).

I mean, i install it as how it came out. I cleaned everything off when i took the starter out so it'll be fresh. The flywheel is in very good condition (not missing teeth).

And i was wondering if anyone had any idea's..
