Unhappy Rear Brakes on 94

I recently found out that my rear brakes don't work. The guy that tested them(inspection sticker) said this was common in Mustangs. I was wondering if anyone else has had this problem and what they did to fix it. The master cylinder is not the problem I have no leaks and the brakes are new... What gives??
