Belt tensioner adjustments
 
After removing my smog pump assembly initially, everything was perfect, but after further review under the hood while the car is running, I would feel more comfortable to move the tensioner up a little, I heard you can adjust it, but how. Belt is running pretty close to itself, may rub.

Or second option, Smog pump Idler pulley, what would work out best, and what cost is average, any recommendations?

The tensioner is not adjustable. If you made changes to smog pump, A/C or power steering you may need a shorter belt. There is a range that the tensioner needs to operate within, look at the front of the tensioner, you will see a range and an indicator. As long as you're within this range you will be fine.
