Legalities of an Off-Road H-Pipe?

if i use an off road H pipe on my car but still run cats is that ""ilegal" , or am i dumb for asking that since the damn pipe says "OFFROAD" on it? my friends stepfatherhas a shop and would pass me on inspection, im just wondering what the law has to say about it (by the way i want to run long tube headers with a MAC offroad H with 2 chamber flows)

Don't Worry

Technically, it's still illegal. If you see a cop, try to keep as low a profile as possible(....). But hey, the good news is if he wants to start something you can always out run him!

"Offroad H-pipe" generally means no cats, so if you put cats on it it's not really an offroad pipe anymore. Basically, it's illegal to change your cats unless they are damaged or not functioning properly, period. I think that technically in CA even alot of the pipes sold with cats are not actually legal unless they have a CARB exemption number. You should check the laws where you're at as they vary a little bit from state to state.
