I was adjusting my TPS this week and noticed what I think is a problem. I set it at .98 at idle and when it is at WOT it will only read 4.94 volts. I thought that anything under 5 volts was part throtal and 5 volts and above was WOT. Am I wrong?

You're wrong.

Normal setting is around .98v. You should see around 4.9v maximum volts @ WOT.

Potentiometer (TPS) testing
 
About 1.5v but you should see a steady increase in voltage as you open the throttle (by hand, not using the accelerator pedal and with the engine off). If it has any 'dead' spots or voltage fluctuations, replace the TPS.
