What do you think

I was talking to a guy last night that said he has a short block for sale. He sais it is a 302 block with 289 pushrods and a B cam. He says the people who built it for him, a local place called Costal Performance in League City, TX, told him that the extra length on the pushrods would make it a small displacement stroker, around 317 c.i. He has taken it out of his car because of blowby on the pistons. He is trying to sell it for $150. Does this sound decent or is someone blowing smoke up his arse? Also, how hard would it be to replace the rings, or just buy a stroker kit and go from there?
Something sounds fishy about the longer pushrods making a stroker, but I don't know much about the internal works of an engine. I always thought it was the crank, connecting rods, and pistons.

Push rod size has nothing to do with the displacement of the motor. He allready said it has blowby issues so I would pass.

There is one length pushrods to use for each different combo
with everything else being equal, a set of longer pushrods will not allow the valves to close properly and may even open the valves up too much so they stike the pistons. As for it being a 317, pushrods have nothing to do with that
to increase cubes you either have to increase the bore or the stroke of the engine, when you bore a 302 by 0.030" it becomes a 306, and stoker kits like the 331 and 347 have a different crank, rods and pistons

Thats what I was thinking, I just wanted to make sure. Either this dude is trying to shaft someone he thinks is ignorant, or he got the shaft because he knows less than he thinks he does.
Conman - How many cubic inches would a 302 have after it is bored out 0.040"?
Thanks for the clarification.
