windsheild wipers?
 
wipers wont turn off until idle gets below 900 rpms. I know sounds really weird.

whoa, heard of lots wiper of problems, but this takes the cake.

The only thing i can come up with is some kind of voltage feedback from your ignition coil to your delay wiper module.( if you have delay wipers. ) Try a different module and see if it makes a difference.

I would have to agree based on the fact that I had a '81 Peugot 505 that did something similar. The wipers would come on by themselves when the rpms got to like 5k and then shut off. Weird but I bet it's feedback.
