Power steering
 
If a PS unit is disconnected and drained. Does it need to be "bled" upon re-installation? Is so where is the bleeder valve?

No "bleeding" necessary.
Just crank the wheel lock to lock, holding it for only like 1-2 seconds at lock (not to burn up pump). Thats about it.

p.s. You did flush the system with brand new synthetic, right?

I use off-the-shelf Valvoline synthetic from Pep Boys.
