Painting the Cowl space

What is the best way to clean and paint the cowl space of a 66' stang out side of removing the cowl cover.

I have heard of people getting into the cowl from under the dash through the "hats" or cutting the sides open behind the fender. The
cowl on my 66'is leaking and I'm not loooking forward
to dealing with it myself...Make sure you paint it well!

I worked on it this weekend. I removed the finders and cut a U shape in the hump around the hats and bent the metal up. I then was able to take a rod and attach a wire brush wheel to it. with a dril motor I was abel to clean the rust out. I then got some plastic undercoating and coated the hole area. The undercoating I got from pep-boys and it came with a nozzel that allowed me to get every inch even in the center, going through the top vent. Around the hats I was able to get almost a 1/2 inch coating. Then I bent the metal back down and seald it with bondo. Put it to the test and had no leaks. This worked for me!
