I don't agree with that law either. In Nebraska, when you turn 16 you get what is called a POP, or Provisional Operators Permit. There are no restrictions on passengers or anything like that. But you're not allowed to drive between midnight and 6 a.m. unless it's for a school activity. The curfew isn't restricted very heavily here at all though. I've never heard of a kid getting ticketed for it or anything. Usually the cop will just tell you to go home. Once you turn 17 you can get another license, I forget what it's called, that allows you to drive all hours of the day.
