Default Too Rich vs. Too Lean???

Does anyone know if by removing the EGR plunger and permenantly depressing it if that will make the fuel mixture too rich? I am troubleshooting a minor hesitation and have zeroed in on the EGR.
I have a blank EGR spacer plate currently installed and the plunger assembly on the rear of the plate is zip-tied fully depressed. I have a sneaky suspicion that it is causing the car to run rich.
Thanks for any info...EFI can be a real pain sometimes
