Depending on your converter, it may or may not have a drain plug. Remove the lower block plate from the transmission. Its the thin aluminum plate that bolts to the front of the bellhousing down by the oil pan. You should be able to roll the motor around from the front of the crankshaft (pull the plugs and put the tranny in neutral). As the flexplate moves around, look for a plug through one of the openings in the flexplate. Its usually a square-headed plug. Unthread the plug then roll the motor around till the plug hole is at the bottom and the converter will drain. If there's no plug, then the only way to drain the converter is to pull it. The converter will pump itself up as soon as you start the car after you've refilled the transmission. To drain the cooler, GENTLY blow it out with dry shop air. Set your regulator real low, like 10 to 20 psi.
