I'd suggest talking with the owner of a local track to get their insight on what it takes. Even if your local track is 50 years old, the current owners should be able to provide some valuable insight on the trials and tribulations of keeping a track up and running. As far as building one from scratch, I'd look to some of the newer tracks (e.g. Route 66 in IL) and try to contact their owners.
