Your numbers don't make sense. HC is measured in Parts Per Million (ppm), and the national standard for '79 and newer vehicles is 50 ppm max. CO is measured as a percentage, and for '79 and later vehicles, it can't exceed .5%. I can't help you with the NOx, but if you get your CO and HC within limits, you shouldn't have any trouble. Recheck the numbers you have to be under to pass, and post them.

Actually, with a hot engine and exhaust, and an H pipe with new pre-cats and cats, you might be okay. The cats would work much better with the smog pump installed, though. I'm going under the assumption that you don't have any equipment standards, and only have to pass a sniffer test.
