When he's ready to race (and don't let him pull the old "I'll race you but my car runs crappy because blah blah blah). He runs you 100% or stay home. Meanwhile, every time the guy opens his mouth about his car just say: 'prove it'. Sooner or later he'll either race you or shut up. Either way, you win.
