That's exactly what my plan was - prime the area, apply the sealer, and then add primer on top. As far as why I'm using it, Ford originally used it in all the drip rails to prevent water seaping in between the body and the welded on drip rails. I've seen some extremely nice restored cars where it wasn't used and they leaked. They then put the stuff over the paint and it looked like crap afterwards.
