Don't even attempt it on a stock block or a wet sump oiling system. From the sounds of it, I don't get the impression that you really realize what 9000 rpm is like and what it'll take to just get past 7500 rpm. Better go talk with a reputable engine builder that's built high rpm motors.
The guys in Street Bandit and Hot Street are spinning their motors to 9000-10000rpm, but you're talking solid lifter cams with mondo spring pressure (like 800# open), sheet metal intakes, R-blocks, dry sump oiling, roller cam bearings, etc. Plus, what kind of trans do you plan on running behind a 9000 rpm motor? Ain't going to be no Tremec or T5. Better plan on G-force or something similar with a tricked out long-style clutch setup. Tuning the clutch to release & hold at 9000rpm is a black art in itself.
