Mitchell used to sell them to anyone who asked, but only shops could afford them. They are sold in sets, and weren't cheap. Over the years, shops get new ones, or like everyone else now, have gone to CD's, and sell their manuals to whoever asks. There used to be a place here in Ventura called Pacific Motorbooks, and all they did was go around So Cal and buy up used manuals from shops, and then resold them to the public. I have 8 or 10 different Mitchell series, and the most I paid was $30 (for the 1990 series).
Unfortunately, Pacific Motor books was asked to sell a hot rod on consignment once, and they made so much money, that became their primary business. The last time I went there looking, they were all gone. He said some guy from Orange County came up and bought every single book he had (thousands).

Try your local used book store.
