It just means that it's telling the computer that the throttle is opening/closing when it's not.
closed throttle is a low voltage, open throttle is a larger voltage, if it's not smoothly going up as you open the throttle then the computer is getting very wrong readings and will throw a code. I just changed the one in the olds today, it's amazing how much better that car runs, I just need to figure out the idle volts for that GM. (I'll post a thread)

*Edit* I read that wrong.. all you do is buy a new TPS! LOL
