I doubt the clear coat is actually Melting, that would mean the ratio of hardener to resin was seriously wrong!

Sounds more like the color coat was contaiminated, or poorly prepped. Or the clear coat is not compatible with the color coat. Either way, the clear coat needs to be sanded off, at the least and the clear re-shot properly!!

I'm a Urethane Chemist not a body man, but that is my opinion of your problem
