Default Rolling Fender Lips

I need some guidance here on the proper way to roll the fender lips to fit wider wheels/tires. What I've got so far is that you remove the 12:00 screw, and roll a wooden baseball bat between the finder and the tire at a 45 degree angle. I understand all of that as a basic concept...

... But which end of the bat do you use? I guess that would vary depending on ride height? And do I do this with the stock rims on the car, or the new, bigger rims? And lastly, do you do this with full weight on each corner?

I ask because my car is lowered about 1" in the front, and it appears as if a wooden baseball bat would not fit at all between the tire and the fender... and I really don't have any idea at what a finished product should look like...

Basically, I'm looking for the most detailed description of the process as possible...
