You can try cleaning it out with CRC Brakleen (green can), but it should probably just be replaced. I don't know when the designation changed, but today it is commonly known as the Idle Air Control valve (IAC). Some people will still refer to it as the Idle Air Bypass valve (IAB), so it is good to be familiar with both terms.
