I had a friend that did this to his F-150 because he slammed it and was rubbing. Where the fender is cut for the wheel, there is a lip that is about 1" wide. From what he was telling me, you take something you can roll with, a rolling pin or a baseball bat is what he suggested, just roll it across this lip until it pushes up. I have never really paid attention to the underside of the fenderwell of my stang, but in my truck, there is a plastic splashguard above the tire. If this splasguard is there, you will have to remove it. A lot of people I know have also ground the lip off with a handheld angle-grinder. I don't suggest that unless you have used one alot and plan to repaint your car.
