The 202 valves on the heads and the torker II manifold are the culprits. My car suffers the same way, Offy 360 degree manifold, and heavily ported heads. The only way your gonna get more low end is to change to a dual plane manifold.
Personally I'd just put in a set of 430 gears and you won't notice the lack of low end.
