My wiper motor did that on it's way out. The motor was getting tired, and would only work at high, that has the most current going to the motor.

Leave the motor in the normal on position, hit the wiper motor with a hammer etc, if it starts up, it's going bad. The wiper motor design was changed in 92 or so. The motors AutoZone carries are the updated ones, you need a harness update from Ford to run one. Lucky I was like a week left on the warranty from NAPA for my motor and got it replaced free. I would imagine any Mustang that gets used regularly in the rain etc will have a wiper motor failure, I've had two go on my 90, and my beat box 88 has a bad one too.
