FYI:

Your fan works as such: It comes on low speed at 220, and shuts off at 200. If, while the low speed fan is on, the A/C is turned on, the fan jumps to high speed. Some systems allow the fan to always operate with the A/C, regardless of engine temp. Try driving around in traffic with the a/c off, and see if the fan comes on low. Then, while it's on, turn on the a/c, and see if the fan speed increases.
