Yes they will fit but you should change the springs on them. Hydraulic Rollers tend to have more spring pressure b/c the valvetrain is heavier. On your flat tappet engine you may lose some power for the fact that the spring will be trying to close the valve faster on the lighter valvetrain. BTW, why do you wish to change your 84 heads for the 89's. The reason for Ford changing to the E7TE casting in 87 was to get a head that's construction was more like the 82-85 b/c the new 86 castings sucked.
