Use the torch, avoid the breaker bar. Exhaust bolts that are stuck are usually rusty, and have become weaker than they were new. They tend to break pretty easy when too much leverage is applied. Breaker bars work awesome in other places, but with exhaust bolts, you take a fairly big chance.
