I ended up getting them out . The long metal bracket that slides in the seat, there's a groove on the front side at the bottom, so I took an old thin sawblade and ground off the teeth, then worked it down into the front of the seat and pulled it out. The seat frame was cracked in a few spots and some of the tack weld where two pieces of metal overlapped were broken. I just drilled and put a bunch of bolts through everything, good as new (it still flexes slightly on the right side but at least it works now).
