I've used his method and the result is great. Of course you need some tools, but the only expensive one you'll really need for wheels is a dremel. For 100$ CDN you'll gonna find that is a real heaven. I've polished my turbin wheel and i can see my face on them. The hint is to don't polish at direct sun and don't push to much on the foam pad of the dremel. Let the polish (White rouge end tripoli) make their job.

If the rain could stop i'll gonna try to take a little movie of mine so you'll be able to judge the result.
