Make sure the battery cables are clean and tight. Make sure the cables are good, and haven't been ruined by battery acid (creates a white fluff). Make sure the solenoid is well grounded.

If it still doesn't work, use two screwdrivers, and jump the two large posts on the solenoid. Make sure the car is in neutral first. Does this make the engine crank over?
