The ported pieces will be much better then stock...but will never flow the out of box numbers that the Holley, TFS or E-brock will.
It really all depends on what you want to do with the car, and how cheap is cheap, who did the machine work and the flow numbers. There are guys who can manipulate the E7's and gain a lot and there are guys who hog them out and think they are great,when they actually hurt the performance.
What 2FastLX was saying is correct, if the intake side of the heads are polished it will not allow the air/fuel to atomize and it will cause a lot of problems, the fuel will wash out on the walls. Bu the chambers and exhaust ports can be to a mirror finish
