The top boot is the piece of material that covers the folds of the top when its down. Makes it look all pretty is what it does. I didnt get one with my car though. They only cost 99 bucks, atleast they did when I got mine. I would think if its a 95 it would have been replaced if it looks like new. Mine tore where the top frame bends - I would think thats where they all would go bad first. Have you taken the car out for a test drive? I would listen to see if air is getting in.
