With the ARP lube on the threads and under the head of the bolt? Then 70 lb/ft torque should be O.K. Are the threads in the block clean? Did you run a thread cleaner down all of the bolt holes (not tap, but cleaner/chaser)? If everything is squeeky clean according to ARP if using ARP lube you have to lessen the torque used from spec by about 10-15%. A lot of times an improper torque reading can be obtained by the resistance of the threads of the bolt twisting against dirty threads in the block and resulting in a torque reading that is not the true clamping torque of the bolt. The directions should have been in the box with the ARP bolts.
