Adjusting the star adjusters inside the drums only sets the distance of the shoes to the drum. It does not adjust the parking brake. It may have a little effect, but the proper way is below, taken from the Chilton's manual:
ADJUSTMENT
1. Make sure the parking brake is fully released.
2. Place the transmission in N. Raise and safely support the vehicle.
3. Tighten the adjusting nut against the cable equalizer, causing rear wheel brake drag. Loosen the adjusting nut until the brakes are fully released; the wheel should spin with no drag.
4. Lower the vehicle and check the operation of the parking brake.
The cable eqializier is where the two rear cables meet the single cable from the brake lever.
