EEC relay shouldn't cost that much and you can get them at a parts store. There's nothin fancy about it, it's just another relay. And the EEC can be tested but you need a breakout box to do it. It plugs in into the EEC and has a panel with hole's on it that is the actuall pins on the EEC. You make the connections needed for what ever test you are running. You will need some kind of flow chart for the info needed for the different test. Something like Mitchell on Demand or another program for trouble shooting and repairing a vehicle.
