SO do you think that grounding to the gas tank strap boss is a bad ground and the cause for my negative voltage reading of -1.6??

I can't understand that negative voltage reading for the life of me....

On a side note, I noticed the other day that my idle changed slightly when I rolled my windows up....maybe that bad ground is the reason?

The EEC has it's own grounding cables/wires. As long as you kept them in tact you will be fine.
