I thought I'd add that when the brakes are spongy, I can practically pull the e-brake threw the ceiling before it engages enough to hold the car on a hill. If I release it and crank it a few more times it engages lower to the point where it only need a few clicks to hold the car. At this point the brakes feel much better and tighter. It feels like the shoes are pulling away from the drums and using the e-brake brings them closer again.
