The fuel pump relay on your year of mustang should be located between the passenger side strut tower and the airbox. The "WOT cutout relay" is next to it also.  That should fix your problem, otherwise its the computer.

Thanks! It's fixed. It was where you said it was. The problem was that our 1992 Shop manual showed different color wires coming from the inertia switch, relay, and EEC test port. Not good for troubleshooting wires. Thanks for the help guys.
