When checking the fuel pressure you will want to check it with vacuum hose on and off. With no vacuum will be you will have high pressure. Like hethj7 said 38 psi is a good starting point with vac off. With hose connected it should drop about 8 to 10 pounds and as vacuum in engine varies the fuel pressure will vary.
